Part 16 : Centre in the Park Zone

16.12  BL – Broadmoor Lake Area

Area of Application

16.12(1)

The BL area contains the area of land identified as "BL" on 16.1(66) Drawing "CITP". The regulations set out in this section 16.12 apply to the BL area.

Purpose

16.12(2)

The purpose of this area is to facilitate the ongoing use of the area as a destination for recreational activities, festivals and passive and active uses.

Uses

16.12(3)

Subject to any fundamental use criteria for certain uses set out below, the permitted uses and the discretionary uses for this zone are listed in Table 16.12(A).

Fundamental Use Criteria

16.12(4)

The fundamental use criteria for certain uses before uses become permitted or discretionary uses within this zone are:

  1. (a) The following uses shall only be considered where they are a form of community housing:
    1.  (i) assisted living facility
    2. (ii) congregate housing
    3. (iii) apartment dwelling
    4. (iv) senior citizen housing
       
  2. (b) The following uses shall only be considered contained within a mixed-use building:
    1.  (i) restaurant
    2. (ii) specialty food service
    3. (iii) convenience retail
    4. (iv) general retail
       
  3. (c) A commercial or residential use can only occur where the majority of the developed first storey area of the BL area exists as an institutional use.
  4. (d) Where any permitted use would result in the removal of publicly accessible amenity space within the BL area, such permitted use will be considered as a discretionary use.

Development must comply with Table 16.12(B). Figure “BL” provides a visual representation of some of the following provisions.
