Job Description

The Senior Internal Control Advisor provides leadership and in-depth expertise to implement and sustain an efficient and effective system of internal controls within Strathcona County.


This position will be responsible for updating and implementing an Internal Controls Program that will include internal reviews, monitoring, and active involvement in ongoing system and process evolution. This role will ensure corporate financial standards are established and communicated to mitigate organizational risk of fraud or error, while also serving as a dedicated project resource and Internal Control subject matter expert (SME) representing the Financial and Strategic Services department. 


This role may be eligible to participate in our hybrid work program. The successful candidate will be required to reside within 2 hours of Sherwood Park, Alberta. 


Responsibilities:


  • Lead the implementation and continuous upkeep of the corporate internal control program in support of corporate internal compliance, accounting and controls
  • Develop required materials including control assessment templates and compliance reports   
  • Conduct risk-based assessments of internal policies, directives, processes, procedures, and transactions to establish targeted area of focus
  • Prepare internal compliance and gap reports for consideration of the Senior Leadership team and Executive team 
  • Establish corporate financial standards to mitigate organizational risk of fraud or error
  • Make informed decisions to achieve optimal compromises between cost and benefit, corporate risks and capacity, and unique needs and consistency
  • Work to support Human Resources, conduct inquiries into potential violations of law, rules and regulations, policies, procedures, mismanagement, fraud and abuse within the organization 
  • Provide expertise to support the implementation of effective internal controls in the ERP system including adequate segregation of duties, proper access and approvals, and safeguarding of assets 


Qualifications and Skills:


  • A professional designation supporting financial accounting and audit knowledge (CPA, CIA) is required
  • A minimum of 5 years post designation experience 
  • Experience in a municipality or with public sector accounting standards is required 
  • Expertise in external and/or internal audits and reporting, preferably in a municipality or other complex environment
  • Extensive knowledge of internal controls in areas of finance and experience in implementing effective internal controls within an organization 
  • Comprehensive understanding of relevant federal, provincial, and municipal legislation 
  • Strong knowledge of integrated ERP systems and the proven ability to work within integrated systems to efficiently track data transactions, manipulate large amounts of data, analyze processes, and identify potential control risk
  • Excellent communication and presentation skills to present formal reporting and supporting analysis in written and oral presentations to Executive Team, Directors, and senior department representatives
  • Strong leadership skills to facilitate the sharing of information, training, and implementation of process changes
  • Strong analytical skills and the ability to summarize financial analyses in a way that can be clearly understood by all users
  • Initiative to resolve issues and concerns and the confidence to make necessary decisions
  • Excellent project management skills to prioritize a number of concurrent tasks, meeting critical deadlines
  • Ability to develop and maintain effective working relationships with a wide range of clients
