Job Description

We are seeking an experienced and innovative Manager of Planning, Engineering & Safety to lead a dynamic team and oversee various traffic management and safety initiatives within Strathcona County. 


This position will manage and guide traffic signal engineering, the traffic management center, traffic data collection, and traffic operations. Additionally, this role will focus on managing safety-related programs, including the implementation and evaluation of high-profile projects.


This role influences service delivery, program development, policy, bylaw, and priority direction. A key responsibility of the manager will be planning and executing programs aimed at preserving public safety through the application of engineering principles, while also promoting effective communication, education, and evaluation. 


Responsibilities:


  • Provide Council, the public, and internal/external stakeholders with sound advice and engineering rationale for traffic engineering and safety concerns while maintaining policies, bylaws, and strategic plans to support these initiatives
  • Ensure the appropriate master plans and policies are in place to support an efficient, effective and economic multi-model transportation system
  • Coordinate the annual budget process specific to the department’s transportation capital works for annual and long-range purposes
  • Prepare department project business cases for presentation to the executive team and Council
  • Review, recommend, and approve traffic safety, operations, and management initiatives to improve the transportation network 
  • Manage the operation and maintenance of the traffic signal network and program including all new intersection signal installations, operations, maintenance, and upgrades
  • Complete research-based pilot projects and traffic safety audits, reporting the findings to the community through public engagements 
  • Establish and maintain cooperative working relationships with community agencies and organizations to coordinate a collaborative approach to service delivery
  • Act as the department contact for external parties such as Alberta Transportation and surrounding municipalities on transportation matters, which includes media interviews and public speaking


Qualifications and Skills:


  • Bachelor of Science degree in Civil Engineering plus at least 10 years of transportation engineering experience
  • Must be registered as a Professional Engineer with APEGA
  • At least 5 years of experience in a supervisory or leadership role, demonstrating strong managerial skills and the ability to lead cross-functional teams effectively
  • Management experience in a political and public environment is desired   
  • A Master’s degree in Transportation Engineering is considered an asset
  • Professional Traffic Operations Engineer (PTOE) and Road Safety Professional (RSA) Certifications would be an asset
  • Sound knowledge of transportation planning, transportation modeling, traffic safety engineering, road design, and public engagement is essential 
  • Possess financial skills as related to project cost estimates and capital budgeting
  • Excellent communication and interpersonal skills are required to effectively communicate highly technical concepts to broad, diverse audiences through written and oral means 
  • A high level of political acumen and confidentiality is required


Conditions of Employment:


  • Valid Alberta Class 5 Driver’s license and submission of a 5-year Driver’s Abstract with less than 7 demerits
