Job Description

Are you looking to optimize the performance, sustainability, and longevity of our community’s essential facilities and building systems?   If so, we have an exciting opportunity as a Facility Asset Management Technologist where your expertise will assist with the on-going development, implementation and operation of Strathcona County’s facility asset management program. 


Responsibilities:


  • Assist with the on-going development, implementation and operation of Strathcona County’s facility asset management and life cycle program
  • Perform data collection of all building systems, develop inventory and assist in the development of asset management programs and reports
  • Identify, quantify, and evaluate the existing conditions of all building systems and provide lifecycle analysis for replacement, costing and risks
  • Assist in the development of benchmarks of all facilities and building systems for reliability and durability
  • Work with the Manager to develop project scope, cost estimates and priorities for current and future needs
  • Establish a successful lifecycle program utilizing asset management principles 
  • Provide recommendations that ensure the Facility Condition Index (FCI) is maintained within reasonable benchmarks
  • Assist in preparation of capital budget requirements for capital lifecycle projects following the corporate financial planning timelines and submission requirements
  • Plan the execution of life cycle projects and development of building designs and construction methods to current safety and code standards
  • Assist in development of strategies to mitigate risks identified for each facility and lifecycle project in addition to developing prioritization tools for scoring project priorities
  • Assist with system operational problems by providing guidance through detailed review and development of possible solutions that are compliant with the land use bylaw and building codes requirements
  • Frequent stakeholder engagement with facility operations and clients to ensure accurate details are captured and consistently maintained in the AssetPlanner software
  • Complete consultant agreements & perform contract management services for agreements related to planning activities and studies
  • Provide recommendations that address building system issues such as envelope, mechanical, electrical, structural, life safety & special systems as well as providing guidance in problem solving, coordination between stakeholder objectives, bylaw or building code requirements and/or municipal strategic objectives
  • Develop project estimates, establish budgets and review potential grant funding opportunities
  • Development of long-term capital works programs that consider various stakeholder priorities and financial constraints
  • Provide expert advise to stakeholders on facility enhancement benefits and trade-offs


Qualifications and Skills:


  • P. Eng (APEGA) or C.E.T (ASET) designation 
  • A minimum of 5 years working in facility asset management with direct experience with facility condition assessments, developing written condition reports with formal recommendations for facility systems improvement, or 5 years’ experience with developing detailed facility designs
  • In-depth knowledge of the Alberta Safety Code, construction and facility terminology and OHS regulations 
  • Extensive knowledge of facility building systems, facility asset management industry practices, building construction design and construction industry practice and standards
  • Proven experience in operating a facility lifecycle or asset management program and managing projects with technical teams of speciality consultants
  • Experience in project strategic assessment and business case development
  • Strong communication skills, both in written and oral presentations
  • Ability to build strong relationships with internal and external client groups, as well as navigate high pressure and politically sensitive issues
  • Excellent project and contract management knowledge supplemented with formal training
  • Knowledge of sustainable building practices and ensures overall compliance of the design and construction teams to the County sustainability standards for new construction
  • Extensive knowledge of construction management and administrative practices using public tendering procedures
  • Proficient with AssetPlanner, Bluebeam Revu Software, Microsoft Project, Excel and Word for extensive preparation of specifications, reports and project plans
