Job Description

This posting is for 1 temporary full-time position up to 12 months


The Internal Control Advisor provides direct support to the Senior Advisor, Internal Control and is responsible for the monitoring of the internal control program. While maintaining current expertise in financial accounting, this position will utilize best practice in fraud investigations, compliance, and internal controls. This position will conduct in-depth reviews to implement and sustain an efficient and effective system of internal controls for Strathcona County.


Responsibilities:


  • Support the internals controls program by conducting internal reviews, monitoring, and active involvement in ongoing system and process evolution
  • Ensure corporate financial standards are adhered to across the organization to minimize the corporate risk of fraud and error, ensuring compliance with policies and procedures
  • Support the development of new business processes and collaborating with staff to implement remediation efforts when deficiencies are identified
  • Contribute to the management of an effective and manageable system of internal controls within the operating business environment using a risk-based approach
  • Support and collaborate with Human Resources to conduct inquiries and investigations of potential violations under the whistleblower policy 
  • Support the development of recommendations for improvements based on investigative outcomes
  • Collaborate with county staff to ensure that standards are established and implemented 


Qualifications and Skills:


  • A degree and a minimum of 3 years experience in a related area, or a diploma and a minimum of 5 years experience in a related area
  • Chartered Professional Accounting (CPA) designation in progress or obtained is an asset
  • A Certified Fraud Examiner designation (CFE) or other financial or audit designation equivalency with commensurate experience is highly desirable
  • Expertise in audits and reporting, preferably in a municipality or other complex environment
  • Extensive knowledge of internal controls in areas of finance and experience in implementing effective internal controls within an organization
  • Extensive knowledge and experience conducting fraud and other financial irregularity investigations
  • Preference given to experience in a municipality or with public sector accounting standards
  • Strong knowledge of integrated ERP systems and the proven ability to efficiently track data transactions, manipulate large amounts of data, analyze processes, and identify potential control risk
  • Strong analytical skills and the ability to summarize financial analyses in a way that can be clearly understood by all users
  • Initiative to resolve issues and concerns and the confidence to make necessary decisions
