Job Description
The Electrical Safety Codes Officer is responsible for permitting and inspections relating to the full scope of electrical systems across the different land use and building types in Strathcona County. This position is required to provide technical advice on the applicable codes, conduct site inspections, evaluate proposals, issue permits, variances and alternative solutions, and carry out enforcement of all types of electrical systems including those associated with various building types and occupancies (i.e. high hazard industrial, institutional, assembly, care and detention, special and unusual structures, multiple occupancy buildings). The position involves inspection of low, medium and high voltage systems and alternative power sources such as wind or solar power.
Responsibilities:
- Provide administrative, technical and Canadian Electrical Code compliance monitoring services for all types of electrical installation and generation systems, including for renewable energy systems and their connection to the utility company’s equipment
- Provide consultation services and technical advice to architects, engineers, contractors, and permit applicants during the design stage to ensure design complies with the applicable codes and standards,
- Provide relevant technical information and direction to assist applicants in determining acceptable solutions for design compliance with applicable codes and standards.
- Review information submitted in support of Electrical permit applications for compliance with codes:
- Work with Strathcona County Emergency Services to provide technical support of existing structures in regard to electrical safety and fire investigation when requested
- Work with Utility Companies to ensure safe installation, connection and maintenance of electrical system
- Conduct site inspections of electrical systems, which includes inspecting at appropriate construction stages to verify compliance or identify code deficiencies and/or unsafe conditions,
- Follow up identified deficiencies and unsafe conditions from site inspections by verification of compliance, re-inspection, or enforcement if necessary
- Investigate and identify unsafe conditions and/or un-permitted work including enforcing correction of unsafe conditions and permitting of un-permitted work including issuance of Orders as necessary
Qualifications and Skills:
- Full Electrical Safety Codes Officer Certification Groups A & B; and Certified Master Electrician; or, Electrical Provincial Trades Certification or Red Seal (Interprovincial) Certification, both with a minimum 6 years’ experience; or
- Certified Electrical Engineering Technologist, or Professional Electrical Engineer with a minimum 8 years of on-site or field experience.
- Comprehensive knowledge of the Safety Codes Act, the Canadian Electrical Code, The Code for Electrical Installations at Oil and Gas Facilities, and specialized wiring methods, electrical materials, and the ability to evaluate whether proposed designs comply with the applicable code and related standards
- Ability to communicate and relate to a wide range of internal and external customers with tact and diplomacy while functioning as the regulatory authority of electrical codes
- Ability to interpret, analyze and evaluate design compliance and rationalize decision
- Strong research, investigative and resolution skills, with the ability to enforce codes and standards
- Strong interpersonal, time management skills and the ability to withstand pressure
Conditions of Employment:
- Submission of a Satisfactory Criminal Record Check
- Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
- Ability to perform inspections on variable sites in all types of weather conditions
