Job Description
Strathcona County is responsible for overseeing building, electrical, plumbing, gas and private sewage permit issuance and inspection services in accordance with the Safety Codes Act and the County’s Quality Management Plan (QMP) approved by the Safety Codes Council. The Planning & Development Services department manages permit administration, compliance monitoring, and inspection services within the county. The Permit Issuer plays a key role in carrying out the permitting process by processing applications, scheduling inspections, providing administrative assistance, assisting applicants with processes, creating and sharing records as appropriate, and supporting the Coordinator and Safety Codes Officers (SCOs) to ensure the efficient and effective delivery of these essential services.
Responsibilities:
- Provide information, guidance, and support to internal and external customers regarding permit applications, qualification criteria, fees, timelines, and stages of the process.
- Review permit applications for compliance with eligibility criteria and issue and distribute permits and permit services reports as appropriate.
- Prioritize applications based on urgency, type, scope, and other relevant factors.
- Receive and assess inspection requests, then assign inspections based on resource availability.
- Track and maintain statistics for permits and inspections, providing activity reports to the coordinator.
- Process rebate requests in accordance with department policies.
- Perform administrative tasks related to permits and inspections, including receipting, issuing refunds, preparing correspondence, and updating contractor information in Posse.
- Review permits for any outstanding Verifications of Compliance.
- Respond to requests for copies of records (i.e. file search, record search)
Qualifications and Skills:
- High school diploma with minimum of 5 years related work experience in building/construction industry.
- Must have or be eligible to acquire and maintain a Designation of Powers from the Safety Codes Council as a Designated Permit Issuer for Building, Electrical, Plumbing and Gas permits
- Excellent business office administration skills, a good knowledge of construction terminology and practices including permit criteria and inspection stages and basic accounting skills
- Understanding of the Safety Codes Act, Permit Regulation, Safety Codes Bylaw, and County guidelines relating to Safety Codes permit eligibility and criteria
- Strong communication, interpersonal and customer services skills to provide information to the public as well as professional and technical clients
- Demonstrated organizational and time management skills to handle a high volume of varied tasks in a deadline driven environment while maintaining quality control
