Job Description

As the Supervisor, HR Service Centre, you will play a key leadership role in developing and implementing HR services and processes that support the employee life cycle. Including: hiring, onboarding, employee changes/promotions, compensation/pay changes, benefits changes, termination and off boarding.


This position oversees the organizations position and FTE management, administration of organizational structure changes, job management and employee records management. You will lead a team that responds to all employee inquiries for HR questions and escalate as required.  


As an experienced HR leader, you are passionate about the customer experience, foster strong relationships and teamwork, have experience working within an HRIS, and developing end to end business processes. You will contribute to the identification, development, and implementation of improvement and strategic HR initiatives.  


Responsibilities:


  • Lead, coordinate and direct HR Service Centre practices in alignment with the Human Resources goals, priorities, policies, and procedures  
  • Coach, train, and provide guidance on broad based human resources topics, ensuring there’s a strong understanding and consistent interpretation of the County’s employee handbook, staffing guidelines, policies, collective agreements, and legislation   
  • Collaborate with all areas of Human Resources, ensuring Employee Service Centre processes, systems and procedures are effective, efficient, and responsive to business requirements 
  • Identify opportunities for improvement, using critical thinking skills, to identify gaps and provide solutions using knowledge of HR best practices and technology
  • Lead, develop and coach direct report teams to enable each to maximize their individual and team performance by fostering a culture focused on continuous process improvement and customer service excellence  
  • Support the adoption of HRIS employee and manager self-service 
  • Utilize sound project management techniques to manage continuous improvement initiatives 
  • Develop & Maintain end to end standard operating procedures that support efficiency and result in a positive experience for employees, managers, HR branches and other HR stakeholders. This includes the employee experience from hire to retire, including hiring, onboarding, employee changes/promotions, compensation/pay changes, leave and benefit changes, termination and off boarding. Other HR processes include position management, organizational structure, job management/job descriptions and employee file maintenance / records management 
  • Train, develop and mentor staff to ensure consistent standard operating procedures are met and strong customer service is delivered  
  • Contribute to the maintenance and continuous improvement of the HR Service Centre, operating practices, service delivery and escalation processes. 
  • Communicate and deliver training to the wider organization on the of use of employee and manager self-service as applicable  
  • Respond to escalated inquires for deeper analysis and review for advice and direction 
  • Escalate complex advisory service issues to internal SMEs and HRBP and collaborate to implement solutions as required  
  • Oversee methods and process for salary administration, position and FTE management, through the enablement of HRIS technology  
  • Lead compensation administration related year-end activities including the application of organization-wide general increases as applicable, collective bargaining negotiated increases, maintenance of salary grids/pay rates/positions and related system updates  
  • Ensure all new positions, position changes and FTE changes are well documented, are reflected accurately in the ERP and related reporting and have appropriate supporting approvals in place  
     


Qualifications and Skills:


  • Related degree or diploma in business or human resource management and a minimum of 3-5 years of experience as a HR generalist, HR consultant or specialist  
  • Previous leadership experience, with the ability to coach, mentor and develop a team  
  • Experience with Cloud ERP Systems (Oracle, Workday, PeopleSoft, etc.) 
  • Ability to interpret and apply HR legislation, policies, procedures, guidelines and terms, and conditions/collective agreements 
  • Excellent communication (both written and verbal) and influencing skills, the ability to communicate and adapt style to different audiences, provide recommendations, and coach/influence stakeholders 
  • Dedicated team player, who shares information and expertise with others to enable them to accomplish group goals, and seeks opportunities to contribute to the knowledge and success of the team

  • Excellent time management, project management, organizational skills and the ability to work in a fast-paced, high-volume environment including a strong attention to detail
