Job Description

As an integral member of the Fleet and Facility Management team, the Coordinator, Central Services is responsible for leading and coordinating comprehensive financial functions for the department.  The position leads and coordinates diverse business support and administrative functions, including finance and business planning, operating and budgeting, fiscal management and reporting, procurement and contracts, and provides strong leadership to identify improvements, implement change management strategies and work collaboratively with stakeholders.


Key Responsibilities:


  • Lead the long-term financial planning process and create multi-year operating and capital budgets, managing over $50 million annually
  • Provide clear financial information to assist the Director in guiding the strategic direction, translate priorities and strategies into deliverables and outcomes, develop and present business cases, develop and analyze multi-year cash flows, manage reserve balances and grants, prepare variance reports, analyze financial information, and provide forecasting for growth and inflation for commodities and services
  • Manage and lead the Central Services branch staff involved in accounting, payroll, purchasing, and contract administration
  • Lead the development of strategic planning, collaboratively manage inputs to ensure objectives and outcomes are sustainable, ensure resources are allocated, track activity (including fleet fuel usage), and ensure compliance and continued improvement
  • Manage the departments under threshold procurement including: request for quotes, proposals, tenders and contract administration


Qualifications and Skills:


  • A related degree in Accounting, Finance, Management, Business Administration, Public Administration or a related field
  • Professional designation in accounting 
  • A minimum of seven years progressively responsible and directly related experience in financial, business or strategic planning, preferably in public sector administration
  • Municipal experience is considered an asset
  • Extensive understanding of financial, business and strategic planning and reporting
  • Knowledge of public sector accounting board guidelines and generally accepted accounting principles, FOIP, and the Municipal Government Act
  • Excellent interpersonal, supervisory and leadership skills, with the ability to work collaboratively
  • Strong analysis and decision-making skills, combined with initiative and judgement
  • Proficiency in Microsoft Office suite and job-related software (Oracle Cloud, Fleet Management Software, Questica etc)
