This posting is for 1 temporary full-time position up to 18 months

As a Human Resources Service Specialist with Strathcona County, you will be responsible for the communication and administration of programs, procedures and policies related to all functional areas of Human Resources. You will be responsible for the processing of Human Resources operational tasks throughout the employee lifecycle, including hiring, onboarding, employee changes, compensation updates, benefits administration, and offboarding. 


A key focus is ensuring the effective and efficient administration of benefit plans for County and Library employees, Elected Officials, and AIHA.


Key Responsibilities:


  • Execute Human Resources processes and transactions both within Oracle HCM and outside of the system  
  • Delivery of Human Resources operational processes throughout the employee lifecycle including hiring, onboarding, employee changes/promotions, compensation, leaves and benefits, termination and off boarding  
  • Responsible for the day-to-day administration of the benefit plans for County and Library employees, Elected Officials, and AIHA 
  • Ensure overall procedural aspects of benefit enrolments, termination and changes in accordance with our benefit contracts, policies, collective agreements, the Classified and Library Handbooks
  • Ensure accuracy and timeliness of administration of the Employee Benefits Program (Extended Heath Care, Dental Health Care, Spending Accounts, Life Insurances, AD&D Insurances, LTD, RRSPs, LAPP and APEX). 
  • Process and initiate any benefits transactions required within the Oracle HCM Benefits module for new hires, changes or terminations, review and audit benefit eligibility 
  • Identify gaps/errors, troubleshoot and work collaboratively within Human Resources and with business leaders to determine the best approach to find a solution 
  • Act as a subject matter expert on Oracle Core Human Resources processes by providing advice, internal consultation and coaching to others on understanding process, system and procedural impacts 
  • Collaborate with Human Resources Business Partners, Payroll, HR Systems and the Center of Excellence to ensure that Human Resources processes and practices are delivered consistently, reliably and in a timely manner  
  • Support ongoing Human Resources Operational and Service Centre practices 
  • Create documents, forms and process maps to support Human Resources operations processes  
  • Provide escalation support for front line Human Resources Service Centre inquiries  
  • Provide support to other HR processes including supporting position management, organizational structure, job management/job descriptions.


Qualifications and Skills:


  • Diploma in Human Resources, Management, Business or a related field
  • Minimum of 3-5 years of experience in Human Resources with progressively increasing experience
  • In depth generalist knowledge of Human Resources policies, procedures and operating practices
  • Experience in benefits administration, preferably in a public sector environment with both union and non-union benefit plans 
  • Proficiency with Oracle or a similar HRIS, advanced Excel and SharePoint is an asset
  • Ability to apply Human Resources principles to various situations with a wide audience and provide guidance and advice on policy or procedure interpretation and employment or collective agreement terms
  • Process orientated and the ability to manage detailed work within constant deadlines/time constraints, and prioritize work based on demand with a sense of urgency
  • Ability to work independently with minimal supervision, negotiate priorities on short notice and adapt to an ever-changing work environment
  • Creative and resourceful in finding solutions to issues
  • Highly analytical with technical aptitude 
  • Ability to handle confidential information with integrity and professionalism
  • Ability to collaborate with and support various stakeholders and build relationships
  • Excellent customer service and team skills with a positive and can-do attitude
