Job Description
We are seeking a dynamic and experienced leader to join our team as the Manager, Indoor Services, Infrastructure and Operations.
Reporting to the Director, this role will be responsible for setting the strategic direction for the development, maintenance, and renewal of indoor recreation facilities, including Millennium Place and community indoor facilities such as Kinsmen Leisure Centre, Emerald Hills Leisure Centre, Sherwood Park Arena and Sports Centre, Broadmoor Complex, Glen Allan Recreation Complex, Ardrossan Recreation Complex, Moyer Recreation Centre, and Strathcona Olympiette Centre.
The successful candidate will lead the operations and planning of these facilities, ensuring their sustainability, efficiency, and ability to meet community needs. This position will also represent operational requirements and user groups in the management of future indoor recreation projects while fostering community partnerships and ensuring continuous improvement.
Key Responsibilities:
- Develop, implement, and evaluate strategies for indoor recreation infrastructure and operations
- Positively affect the achievement of corporate goals promoting a healthy and active community, and the availability and use of indoor recreation facilities
- Proactively translate priorities and strategies into deliverables and outcomes by ensuring opportunities for spontaneous use are Implemented
- Oversee the operations, spontaneous use, and service levels of indoor recreation facilities
- Collaborate with internal and external stakeholders to develop long-term indoor recreation facility strategies, including lifecycle asset planning.
- Oversee Indoor Community Capacity Building – Coordinate services and relationships with community groups to promote indoor community services including but not limited to Community ice, pool and indoor field users. Engagement, facilitation, advice and assistance in community involvement, design, grant access assistance and license agreements
- Lead facility revitalization projects and new facility development from community needs analysis through project completion
- Develop and manage business and operational plans aligned with the County’s Strategic Plan and Recreation and Culture Strategy
- Ensure effective day-to-day operations of indoor recreation facilities through sound resource management, budgeting, and policy development
- Oversee contract management, including lease agreements and vendor negotiations for lifecycle asset replacements and operational work equipment
- Provide advice and guidance to Council, Executive Team and other County leaders in the areas of indoor recreation operations and services, indoor community partnerships and impacts of organizational changes on operations
- Ensure adherence to safety regulations and industry best practices to protect staff, patrons, and contractors
- Coordinate with community groups to enhance access to indoor recreational services
- Foster relationships with non-profit organizations, sports leagues, and municipal partners to build community capacity
- Participate in the Department’s leadership team to ensure the development and overall success of the department
- Identify opportunities for innovation and positive change to enhance operational effectiveness and service delivery
- Lead change management initiatives, ensuring smooth transitions and stakeholder engagement
Qualifications and Skills:
- University degree in Recreation, Business or a related discipline
- Minimum of ten years of related experience
- 8-10 years supervisory, leadership and municipal management experience including community development, budgeting and business planning
- Direct experience with recreation, parks and culture is preferred
- Membership and eligibility for certification with the Canadian Parks and Recreation Association or the Alberta Recreation and Parks Association is an asset
- Strong interpersonal, presentation, and facilitation skills to influence and negotiate optimal outcomes
- Proven leadership skills to inspire staff to understand the mission, vision, goals and objectives of the Department and County and to see how they contribute to the achievement of departmental and organizational outcomes
- Community partnership development, problem solving, negotiating skills and political acumen are essential
- Ability to manage sensitive issues effectively
