On December 10, 2024, the Transit Master Plan (TMP) was brought before Council with a request to approve the service standards contained within it. a vote of 0-9 in favour of approving the standards was passed and approved. These standards will be used to guide Transit for the next 10 -20 years as our community grows and changes and transit moves into new areas in our community. These standards create the backbone for how Transit will plan and develop our future services. These standards keep in mind both Transit's environmental and financial responsibility to our community, helping us provide the most appropriate type and level of service to areas as their demographics evolve and change.
What is a Transit Master Plan?
A Transit Master Plan (TMP) is an effective tool used to manage periods of growth and change over a five to ten year period. Its primary purpose is to establish a forward-thinking vision of how Strathcona County Transit will most effectively service our community based on community values and input. Through this vision, a strategy will be developed outlining key initiatives that will effectively contribute to implementing the vision. These initiatives will be prioritized and staged to fit within the budget process of Strathcona County. The TMP also serves as an important communication tool to clearly articulate goals, roles and actions required over the next  ten years to the public, members of council, and staff.Â
The 2024 Transit Master Plan for Strathcona County Transit builds on the prior success of the previous Transit Master Plans, but also looks to the future of our community and the transit industry in Canada. It is designed to help us move forward considering both environmental and financial factors that support the overall needs of our community.
Engagement with members of the community is an critical part of this process and we encouraged you to participate and provide your input often. We had public meetings, online surveys, and in-person survey opportunities conducted by our consultants Dillion Consulting Ltd. These engagement opportunities along with research are what informed the 2024 TMP and teh service standards contained within.

What did the TMP Review look at?
The Transit Master Plan looked at the future Strathcona County Transit service, including the Mobility Bus service for persons with disabilities, local transit services within Sherwood Park, rural transit service throughout Strathcona County and commuter bus service to and from Edmonton. The plan makes recommendations on the structure and design of routes and services, the frequency of service, the hours of service and passenger amenities. This processes has helped to development of key performance standards and design guidelines through community input and assessment of existing service quality and performance. Â
Why does Transit do Master Plans?
Strathcona County Transit’s first TMP was adopted in 2012 with a commitment to review community needs approximately every five years to ensure that SCT is aligned with the overall vision and strategy directions of the County government and residents. In 2018, with changes in the industry and our community we needed to see how we could change to better meet the needs of our changing community and plan for the upcoming growth. In 2024, we knew that post pandemic, the world we live in had changed very much since we had completed our last TMP. People did not think the same way about public transportation and their current travel patterns reflected that. To better serve our community and the growth we see coming, we needed to look at what people do today, and how we can anticipate things changing. We need to create new ways of doing things that are sustainable both environmentally and financially that our community can count on.Â
